You should create an email account that files will be archived to ( Proceadure: You should also create a Google Group for those teams/departments if you don't already have them, and use them as an access control measure. You should probably have a Google Shared Drive per department/team so you can transfer any shared folders into those drives so the whole department/team has access to them. So, I have an offboarding process that I think really helps keep this in check.
